(1) Vendor needs to provide mixed–use site development services to the government authority located in Rocky Mount, VI.– Deliver a high–quality mixed–use development with an appropriate mix of housing types and complementary commercial uses that serve residents and the broader community.– Maintain flexibility and feasibility, recognizing that the SAP is conceptual.– Create a walkable, attractive place with streets, blocks, buildings, and public spaces that reflect the Town’s character and enhance community identity. – Add meaningfully to the Town’s housing stock to reduce housing shortages. – Protect and integrate environmental features (streams, wetlands, and steep areas) into a coherent open–space framework, potentially including trails and buffers.(2) Pre–bid meeting will be held on July 23, 2026.(3) All the questions must be submitted no later than September 7, 2026.
