Vendor needs to provide website redesign, development, modernization, hosting and technical support services. – The successful Contractor will be expected to evaluate the existing agency website, develop recommendations for improvement, redesign and redevelop the website, migrate appropriate existing content, improve functionality and accessibility, provide appropriate security protections, provide training to agency personnel, and provide ongoing maintenance and technical support.– Modernize the agency website.– Improve the user experience for applicants, residents, homebuyers, Tribal members, and community members.– Establish an easy–to–use content management system.1. Website Discovery and Planning: The Contractor shall:• Conduct a kickoff meeting with THI.• Identify project goals and priorities.• Identify primary website users.• Review existing THI website content.2. Website Design: The Contractor shall provide:• Professional website design;• Responsive design;• Mobile–first functionality;• Intuitive navigation;• Clear information architecture;• Accessible design;• Consistent visual identity;• Professional typography;• Search functionality.3. Website Development: The Contractor shall develop a fully functional website based upon the approved design.4. Online Payment Functionality: Agency may elect to provide online payment functionality through the website.5. Content Management System: The website shall include a content management system (CMS) that allows authorized agency personnel to manage routine website content.6. Accessibility: The website shall be designed and developed to provide meaningful access to persons with disabilities and to comply with applicable federal accessibility requirements.7. Cybersecurity; The Contractor shall provide reasonable and appropriate safeguards for the website.8. Website Hosting: If hosting is included or proposed, the Contractor shall identify:• Hosting provider;• Hosting location;• Server environment;• Backup frequency;• Recovery procedures;• Security protections;9. Domain Name and Digital Asset Ownership: All agency–owned digital assets shall remain the property of agency.10. Content Migration; The Contractor shall migrate approved existing content from website.11. Search Engine Optimization and Analytics: The Contractor shall provide basic search engine optimization12. Performance: The Contractor shall design the website for reasonable performance on current desktop and mobile devices.
