(1) Vendor needs to provide police services steering committee technical consultant services to provide independent facilitation, research, stakeholder engagement, and technical analysis related to the county’s police services contract model and governance structure to the government authority located in Ann Arbor, MI.• The selected consultant will serve as a neutral facilitator and subject matter resource to assist stakeholders in evaluating current and future police service delivery models.• Review existing police service contracts, governance structures, historical agreements, and related background materials such as the workplan.• Conduct research and analysis of the county's current police services delivery model, including governance, cost model, contractual terms and relationships, operational practices and financial considerations.• Identify strengths, challenges, opportunities, and areas for improvement within the current police services model.• Develop meeting agendas, presentation materials, and written summaries for steering committee meetings and stakeholder engagement activities.• Design and implement a stakeholder engagement process that provides meaningful opportunities for participation, promotes transparency, and clearly communicates project objectives and progress.• Develop and present objective options for consideration by the steering committee and participating jurisdictions. Options shall be based on research, stakeholder input, financial analysis, and best practices, and shall not reflect predetermined recommendations.• Prepare written reports and technical memoranda documenting research findings, stakeholder feedback, options analysis, and project milestones.(2) All question must be submitted no later than October 16, 2026.(3) A contract period will be for one year.
