EOI for Waste Management and Minimisation Services - Supply of Transfer Station and Material Recovery Facility

Christchurch City Council (the Council) is seeking Expressions of Interest (EOIs) from suitably qualified and experienced suppliers (Prospective Suppliers) to provide integrated Transfer Station (TS) and Material Recovery Facility (MRF) Services, across Christchurch and Banks Peninsula. The MRF Services include the operation and maintenance of the Parkhouse Road Facility which processes between 30,000 and 40,000 tonnes of recycling inputs annually. Inputs are a combination of kerbside comingled standardised recycling from Councils (for example, Christchurch, Selwyn, and Waimakariri), comingled recycling ex-transfer station, and third-party recycling inputs (bulk commercial). The Contractor is responsible for the end market placement of outputs from the MRF. The TS Services include the operation and maintenance of 4 transfer stations, 11 community collection points and 1 reuse shop. The TS sites provide a combination of residual waste, resource recovery, and greenwaste drop off services. Residual waste to landfill across the TS network is up to 120,000 tonnes annually. Resource recovery across the TS network is up to 30,000 tonnes annually. Greenwaste across the TS network is up to 16,000 tonnes annually.
