(1) Vendor needs to provide merchant and payment solutions. – Provide merchant services and payment solutions for government and education.– Revenue Collection, Billing, and Citizen Payment Platforms:• Including consolidated citizen payment portals, utility billing and electronic bill presentment, tax and assessment payments, licensing and permitting fees, court fines and citations, parks and recreation registration, EMS billing, instalment payment plans, and refund handling.– School, District, and Campus Payment Solutions:• Including district–wide payment platforms, cafeteria point of sale and meal account funding, student stored–value accounts, tuition and fee collection, athletics ticketing and gate admission, bookstore and vending payments, parent portals, and student information system integration.– Reconciliation, Reporting, and System Integration:• Including daily settlement and deposit reconciliation, automated cash receipting and general ledger posting, integration with enterprise resource planning and financial systems, application programming interfaces and file–based interfaces, multi–department account hierarchies, audit trails, and reporting dashboards.– Payment Security, Compliance, and Fraud Management:• Including assessment, remediation, and scope reduction; point–to–point encryption and tokenization; certification; fraud scoring and transaction screening; chargeback and dispute management; penetration testing and attestation of compliance; and breach response support.– In–Person and Card–Present Payment Acceptance:• Including merchant acquiring and processing for credit, debit, and prepaid cards; contactless, and mobile wallet acceptance; countertop and wireless terminals and pin pads; integrated and cloud point of sale systems; cashiering stations; self–service kiosks; and mobile field collection devices.– Online, Mobile, and Interactive Voice Response Payment Acceptance:• Including payment gateways and application programming interfaces, hosted payment pages, tokenization and vaulting, recurring and automatic payments, electronic check and ach acceptance, digital wallets, pay–by–text and QR code payments, mobile checkout, telephone payments, and accessible multilingual interfaces.(2) The contract period will be for four years.
