(1) Vendor needs to provide parks and recreation user fees and cost recovery policy analysis service to the government authority located in Chula Vista, CA. – Provide comprehensive fee study and develop a cost recovery model and policy plan for the city of recreation services.– Develop a cost recovery model and policy that provides a framework for future planning, budgeting, pricing and resource allocation for the city’s parks and recreational services.– Develop a user–friendly tool for creating fees for programs based on cost of providing service and cost recovery target with action plan to track ongoing cost recovery.– Analysis of direct and indirect costs of providing a program or service costs and establishment of current cost recovery levels, consistent with the department’s fund structure, budgeting, and any cost allocation methodologies.– General review of the department’s current fees and methodology.– Future allocation plan.– Recommendations for streamlining or changes in fees due to a shift in methodology or pricing rationale.– Plan should also include measurable strategies to achieve the recommendations, goals, policies, and guidelines that will result in the appropriate balance of programs and facilities. (2) All the questions must be submitted no later than July 23, 2026.
