(1) Vendor needs to provide film commissioner, model assessment and film production framework development services. – Develop a comprehensive, agency–wide film–production framework and database, and to evaluate options for a future film commissioner or other film–support function. • Countywide jurisdictional and permitting assessment and database: Identify the public agencies, jurisdictions, property owners, operators, permitting authorities, and other entities whose authority, ownership, operational role, or approval may affect filming in agency.• Filming locations inventory: Identify and document a minimum of 30 film–ready or potentially film ready locations throughout agency.– The inventory shall include a reasonable variety of geographic areas, ownership types, and location categories, including urban, rural, coastal, natural, agricultural, historic, commercial, institutional, and other settings appropriate to the agency.• Public–facing film production resources: Organize the information developed through the project into clear, accessible content that assists film producers in identifying potential filming locations, understanding permitting requirements, determining the applicable permitting entities, and connecting with necessary and appropriate contacts.• Production tracking and baseline measures: Develop a practical and cost–effective framework for tracking film production activity within the agency and evaluating future film support services.• Agency and industry relationships.• Future film commissioner and film–support service models: Evaluate viable models for an ongoing agency film commissioner or other film–support function and provide a recommended approach, implementation plan, and estimated startup and operating costs. • Final report and project handoff: Consolidate the project findings, recommendations, data, and resources and provide a complete handoff to the agency.(2) All the questions must be submitted no later than September 25, 2026.
