(1) Vendor needs to provide independent third–party contractor services to the government authority located in North Carolina.– The study will focus on efficiency, administrative structure, and financial sustainability, with the goal of identifying opportunities for cost savings, administrative consolidation, and alternative management models. – The Contractor will analyze administrative overhead, personnel costs, operational expenditures, and systemic redundancies, and assess the feasibility and impact of transitioning responsibilities to private entities.– Evaluate short– and long–term opportunities to improve efficiency by selling or leasing State–operated healthcare facilities to another entity in order to achieve State savings while requiring they continue to provide the same services. – Provide a recommendation for implementation of all aspects of the study. – Examine the logistics of selling or leasing the State operated healthcare facilities, including estimates of ongoing savings. – Evaluate short– and long–term opportunities and roadblocks to improve efficiencies and achieve State savings by eliminating local management entities/managed care organizations (LME/MCOs) and having the duties currently performed by LME/MCOs performed by one or more private entities. – Create a detailed, actionable timeline identifying stages, milestones, dependencies, and critical path considerations for transitioning to privately managed LME/MCO functions.
