(1) Vendor needs to provide government relations service.– Strategic Guidance & Planning• Participate in agency Executive, Policy, and Technical Committee meetings as needed.• Work with agency staff and leadership to define/refine 2027 legislative priorities, develop strategy documents, action plans, and position statements.• Schedule, attend, and facilitate strategy sessions prior to and during session.– Legislative Monitoring & Analysis• Monitor introduced bills, amendments, and committee activity related to transportation, housing, land use, water, economic development, asset management, and agency governance.• Provide weekly during–session reports—formatted for forwarding to agency members—summarizing status, implications, and recommendations for action.– Engagement & Education• Coordinate meetings, briefings, and communications as needed with:o Key committee chairs o State agency leadership • Develop and distribute informational materials to legislative offices and staff showcasing agency role, priorities, and regional impact.– Strategic Plan Support (2027–2028 Update)• Assist in integrating legislative initiatives from agency updated strategic plan into session priorities. – Examples could include enforcement, technology–based legislation, ebike, etc.• Advise on emerging legislative opportunities identified through the planning process.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 23, 2026.
