(1) Vendor needs to provide utility billing platform.– Solution shall maintain a single, centralized record for each customer, account, and service location that is shared by billing, service orders, mobile field service, the customer portal, payments and customer communications.– Solution shall support notes and alerts at the customer and account level that are visible to counter staff, phone staff, and field staff.– Solution shall support customer deposits, including holding deposits, applying deposits to final bills, and spreading deposit payments across multiple transactions.– Solution shall support flexible rate structures for wastewater, including flat rates, consumption–based rates, tiered rates, minimum charges, and surcharges, with rate effective dates.– Solution shall provide an automated workflow for adjustments, including entry, approval, posting, and audit trail. – Solution shall allow authorized staff to review, correct, estimate, or reject individual imported readings before billing, with an audit trail of each change.– Solution shall allow office staff to create a service order directly from a customer account or service location record, automatically populating customer name, contact information, service address, account number, device information, and account notes.– Solution shall include a mobile field service application compatible with current iOS and Android devices. – Mobile application shall display service order locations on a map with street and satellite views, and shall use the device’s mapping application to provide turn–by–turn directions to each service order location.– Solution shall be capable of displaying the utility’s own GIS map layers (for example, ArcGIS Online layers) within billing account records, the office service order application, and the mobile application, should the utility adopt a GIS platform in the future.– Solution shall support billing notifications (bill available, payment received, past due) and emergency notifications (service interruption, advisory) by email and SMS.(2) All questions must be submitted no later than October 30,2026.(3) The contract period will be for one year.
