(1) Vendor needs to provide GPS and continuous alcohol monitoring services.– provide: the implementation and ongoing management of GPS (Global Positioning System) and Continuous Alcohol Monitoring Services.– provider capable of offering reliable, effective, and cost–efficient solutions that support the county’s goals for public safety, compliance with court orders, and rehabilitation.– vendor will provide real–time monitoring of individuals under supervision, manage exceptions, and ensure timely reporting of any violations or alerts.– GPS Monitoring Services– Device Installation & Setup:a. Provide GPS–enabled tracking devices.b. Install and configure devices with real–time tracking capabilities to monitor movement, locations, and curfew compliance at the Jailc. Provide training to County personnel on proper device usage and data collection.– Real–Time Monitoring: Offer 24/7, 365 days/year monitoring of GPS devices with the ability to detect and report violations such as:a. Geoforce violations (leaving or entering designated areas).b. Failure to report at specified times (e.g., curfew violations).c. Tampering with or removal of the device.d. Must ping location every minute and have the option for live pursuit mode location points to obtain location every 15 seconds or sooner if needed.e. Must have capability to call 911 within 3 minutes of an exclusion zone alert or tamper alert.– Data Security & Access:a. Ensure all GPS data is securely stored and transmitted in compliance with applicable laws, including the Protection of Personal Information and data privacy standards.b. Provide secure online access to GPS tracking data for authorized County staff.– Customer Support:a. Provide a dedicated support line for County personnel and individuals on supervision to resolve technical issues.b. Offer ongoing device maintenance, including battery charging, replacement, and troubleshooting.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 25, 2026.(4) Pre–bid meeting will be held on August 18, 2026.
