(1) Vendor needs to provide human resource information system. – Provide a Human Resource Information System (HRIS) that supports the employee lifecycle across the agency, including core Human Resources (HR), recruiting, onboarding, offboarding, performance management, records management, reporting and related workforce support functions.  • Core HR and personnel functionality:– The HRIS must provide a centralized Core HR module to maintain accurate and authoritative employee records for agency.– The Core HR module shall support employee and manager self–service functionality by enabling users to securely view and update permitted information.• Recruiting: The HRIS shall support recruiting and applicant tracking functionality, either through a native talent acquisition platform or through integration with an existing external talent acquisition platform.• Onboarding: provide configurable onboarding services to support employees, judges, and agency–funded staff.• Offboarding: provide standardized offboarding services for voluntary and involuntary separations from employment.• Time off and leave management: provide a Time Off and Leave Management module that enables employees to submit vacation, sick leave, and other absence requests through self–service.• Performance management: The HRIS shall include a Performance Management module to support goal setting, performance evaluations, progress notes, notices of concern, and performance improvement plans.• Discipline and grievance tracking:– The module shall support configurable workflows for the discipline process and highlight any key dates that need to be met. • Reporting and analytics: provide reporting and analytics services to support operational, and compliance needs and must deliver standard reports and configurable dashboards for HR staff, managers, and leadership.• Branding, customization, and future functional expansion: The HRIS shall support customization and branding capabilities including configurable visual themes, logo placement, dashboard configuration, branded forms and notifications, and user–facing presentation options.(2) The contract period will be for two years.
