EXTRA-76184 - USA (Dowagiac, Michigan) - Blight Administration and Code Enforcement Services - Deadline October 2,2026

(1) Vendor needs to provide blight administration and code enforcement services to the government authority located in Dowagiac, MI.– Contractor will serve as an extension of agency staff and will help the agency identify, document, communicate, track, and resolve property maintenance, nuisance, zoning, and related municipal ordinance violations.– Program administration and prioritization:– Develop and maintain a consistent workflow for complaint intake, proactive inspections, notices, follow–up, compliance verification, escalation, and case closure.– Inspections and complaint investigation:– Conduct routine citywide, neighbourhood–based, or complaint–driven inspections.– Documentation and case management:– Create and maintain a complete electronic case file for every enforcement matter, including address and parcel information, ownership information, complaint or inspection source, inspection notes, dated photographs, correspondence, notices, deadlines, contacts, follow–up activity, and disposition.– Notices and communication:– Prepare and issue notices of violation, correction letters, orders, citations, and related correspondence using agency–approved forms and procedures.– Enforcement and court support:– Prepare complete, organized, court–ready case files, including chronological case summaries,evidence, service records, photographs, notices, inspection history, and applicable ordinancereferences– Coordination customer service and voluntary compliance:– Coordinate field activity to avoid duplication and maintain professional relationships with residents and property owners.– Optional services:– Rental registration or rental inspection administration, zoning–administration support, dangerous building case support, geographic information system mapping, after–hours inspections, grant support, or specialized nuisance–abatement services.(2) All the questions must be submitted no later than September 25, 2026.
