(1) Vendor needs to provide 23–hour crisis stabilization center service to the government authority located in Medford, OR. – The Center will be to address community needs for crisis stabilization and divert individuals from the county Jail and hospital emergency departments, reducing unnecessary utilization of public safety resources and hospital admissions across County. – To provide supportive services and attend to individuals within a daily 23–hour window. – The facility–based Center will operate in a non–institutional setting, offering stabilization services for up to twenty–three hours per day.– The facility will use a “no wrong door” policy, accepting any individual requiring crisis services at no out–of–pocket cost to the client. – Individuals referred to or offered transport to the Center must voluntarily agree to services.• Provides a homelike, safe environment, along with sufficient time for a comprehensive crisis evaluation. • Allows the multidisciplinary team time to intervene to prevent unnecessary hospitalization or premature discharges. • Enables individuals in crisis, including those experiencing acute symptoms of mental illness, to undergo thorough evaluation and receive appropriate treatment. • Gives the multidisciplinary team the opportunity to address other barriers to health and wellbeing, including housing insecurity and homelessness• 24/7 crisis assessment and stabilization services • Walk–in and drop–off options, including law enforcement and EMS • Medical screening and monitoring • Psychiatric evaluation and medication management • Substance use disordered screening • Pathway to withdrawal management services, as appropriate • Peer support services • Care coordination and discharge planning(2) All questions must be submitted no later than October 14, 2026.
