(1) Vendor needs to provide extradition services for interstate and in–state prisoner transportation to and from any location to the government authority located in Essex, NJ.– Contractor shall have in place and operational a ground transportation system which operates seven (7) days per week, 365 days per year and available 24 hours per day.– Contractor shall provide a minimum of two (2) transporting agents for transporting prisoners and at least one female agent when transporting a female prisoner.– Refusal/Unable to TransportContractor shall have the right to refuse to transport any individual whose condition or behaviour, in the opinion of the driver, would be detrimental or dangerous to the safety of the vehicle or its passenger– Medical Criteria for Transporting Prisoners• Communicable disease of any kind• Critical cardiovascular cases• Persons with critical wounds• Females over six months pregnant• Epilepsy–if seizures are not adequately controlled• Diabetics–if medication has to be injected and/or refrigerated• Extremely obsess persons in excess of 280 lbs– Vehicles• Separate and safely secure the driving team from the prisoners.• Doors and windows unable to be opened from the inside of the prisoner compartment.• Welded steel screens covering windows.• Be equipped with some form of mobile communications
