(1) Vendor needs to provide financial advisor services to the government authority located in Daleville, VA.– Provide comprehensive financial advisory services, including long–range revenue forecasting, strategic financial planning, capital funding analysis, debt advisory services, and development of sustainable spending strategies for significant current and future revenue opportunities.1.Provide advice and counsel concerning developments in financial regulation and trends in general and municipal finance in particular to enable the EDA, and any single–purpose entities created by the County, to remain in the best possible financial posture.2.Provide analytical frameworks to assist the County in determining optimal financing vehicles, such as short–term versus long–term financing, internal versus external financing, variable versus fixed rate, capital leasing, etc.3.Assist in developing long–term financial forecasting models that incorporate anticipated revenues, operating expenditures, capital improvement needs, debt service, reserve requirements, economic assumptions, and alternative funding scenarios. 4.Assist with estimating revenues from corporate partners in conjunction with a survey of other counties across Virginia with like–kind revenue sources on a yearly schedule for up to 20years forward.5.Assist the County with a spending plan for large revenues from various projects that may include capital projects, early debt repayment, investments in K–12 education and other associated expenses. – The spending plan will be a recommendation based on revenues, listing of major capital needs, the timing of expenses, and other variables established by the financial advisors.6.Develop dynamic financial models and scenario analyses that County staff can use to evaluate alternative revenue assumptions, capital investment strategies, debt financing options, reserve levels, and operating impacts across short–, medium–, and long–term planning horizons.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 4, 2026
