Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Republic of Uzbekistan Name of Project: Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project Contract Title: Procurement of Specialized Equipment for Social Service and Rehabilitation Institutions Credit No.: 7555-UZ / Grant No.: TF C4589-UZ RFB Reference No.: UZ-INSON-RFB-2.2.7-8 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds toward payments under the contracts for Procurement of Specialized Equipment for Social Service and Rehabilitation Institutions . For these contracts , the Borrower may process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The National Agency for Social Protection under the President of the Republic of Uzbekistan (NASP) now invites sealed Bids from eligible Bidders for Specialized Equipment for Social Service and Rehabilitation Institutions, as follows: Lot 01: Pediatric/adult rehab trainers and robotics (mechanotherapy). Lot 01 comprises pediatric and adult rehabilitation trainers and robotic mechanotherapy systems for gait, balance, and limb function restoration. It includes advanced gait and balance training systems, robotic and mechanized upper- and lower-limb trainers. The lot also contains pediatric and adult gait imitation devices, bodyweight supported walking systems, and various mechanotherapy frames and wallmounted units. Additional balance, step, ramp, and platform accessories support progressive and taskoriented training across different functional levels. There are about 50 line items (systems), the quantities per item typically vary from 20 to 55 sets but may be lower or higher, up to 110-140 sets for some items. Lot 02: Pediatric/adult mobility aids and seating Lot 2 comprises pediatric and adult mobility aids and seating systems, including wheelchairs, specialized strollers, walkers, and adaptive seating for different age and size groups. It covers indoor and outdoor mobility devices, heightadjustable and tiltinspace chairs, and rehabilitation strollers designed to support posture, pressure distribution, and safe transportation. The lot also includes supportive seating for therapy and daily activities. There are 10 line items, including the total of 550 walking devices of various sizes, 550 baby wheelchairs of various sizes, 110 chairs for children with cerebral palsy, 40 multifunctional adaptive chairs, and 55 safe adaptive chairs for children with disabilities. Lot 03: Small rehab tools, hand therapy and occupational therapy accessories Lot 03 comprises small rehabilitation tools, handtherapy devices and occupational therapy accessories, with over than 30 line items in total. It includes freeweight sets and small exercise equipment for strengthening and rangeofmotion training, portable handtherapy tools (e.g. grip and finger trainers, elastic resistance bands and bars), and compact jointmobilization and stretching devices for upper and lower limbs. The lot also covers assorted small OT accessories to support finemotor training, coordination, and basic activities of daily living. The total quantities per line item range from 55 to 550 units to equip all participating institutions. Lot 04: Sensory integration, play structures, mats and flooring Lot 04 comprises sensory integration equipment, play structures, mats and flooring, about 20 line items in total. It includes modular sensory integration frames, swings and suspension systems, tactile and balance paths, and soft play elements that support vestibular, proprioceptive and tactile stimulation. The lot also provides protective floor and wall mats, crash mats, and foam blocks for safe movement, as well as small goaloriented play sets to structure therapeutic activities in pediatric and adult sensory rooms, with total quantities per line item typically ranging from 55 to 110 units to equip all facilities. Lot 05: Pediatric/adult therapy furniture, support frames and positioning aids Lot 05 comprises pediatric and adult therapy furniture, support frames and positioning aids, there are about 15 line items in total. It includes heightadjustable therapy tables and desks, adaptive therapy chairs, and specialized seating systems that provide postural support during rehabilitation and daily activities. The lot also covers standing frames and support frames for safe upright positioning, as well as complex adjustable positioning systems (including multimodule seating/standing solutions) for children and adults with significant motor impairments, with total quantities per line item typically ranging from 35 to 55 sets to equip all facilities. Lot 06: Electrophysical therapy equipment (physiotherapy). Lot 06 comprises electrophysical therapy equipment for physiotherapy, with 06 line items in total. It includes a professional thermotherapy system (20 sets), apparatus for galvanization and medical electrophoresis (20 sets), extracorporeal shockwave therapy device (20 sets), combined multi-channel modular physiotherapy device (55 sets), lymphatic drainag e therapy device (55 sets), and transcranial magnetic stimulation (TMS/rTMS) system (5 sets), together covering the main electrophysical modalities needed for pain management, edema reduction, and tissue healing in adult and pediatric patients. Lot 07: Ophthalmological equipment. Lot 07 comprises ophthalmic diagnostic equipment for regional MSEC offices, enabling comprehensive eye examination capabilities. The package includes seven equipment categories: slit lamps with digital imaging systems, stationary and portable autorefractor-keratometers for automated refraction measurement, portable fundus cameras for retinal imaging, trial lens sets for subjective refraction testing, LED visual acuity projectors, and specialized diagnostic lenses for posterior segment examination. The quantities vary from 14 to 15 sets per item. Lot 08: Diagnostic and rehabilitation equipment. Lot 08 covers advanced neurorehabilitation therapy equipment, including standalone interactive systems for balance assessment/training (12 sets), isokinetic muscle performance evaluation and training systems (6 sets), and hand/upperlimb rehabilitation training systems (12 sets). Required delivery period should not exceed 16 weeks. Following arrival to Uzbekistan the supplier shall deliver the goods to 55 Territorial Social Service Centers (TSSCs), 12 Rehabilitation Centers and 14 Medical-Social Expert Commissions (MSECs) located throughout the country, assemble, install and commission the goods, as further defined in the technical specifications, and provide training to end-user personnel on operation of the goods supplied. The margin of preference for goods manufactured in Uzbekistan shall not apply. 3. Bidders may Bid for one or several contracts (lots), as further defined in the Bidding document. 4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Lots 01, 02, 05, 06, 07, 08: 30% (thirty percent) Lots 03, 04: 20% (twenty percent) The following weightings shall apply for Bid cost (price factors): Lots 01, 02, 05, 06, 07, 08: 7 0% (seventy percent) Lots 03, 04: 80% (eighty percent) 6. Interested eligible Bidders may obtain further information from the INSON Project Implementation Unit (INSON PIU), Attn.: Mr. Mirodil Khusanov, INSON Project Coordinator , and Mr. Sardor Makhmudov, Procurement Specialist, e-mail: piuinsonprocurement@gmail.com (cc: m.xusanov@ihma.uz , s.maxmudov@ihma.uz ) and inspect the bidding document during the office hours , i.e. 10:00 to 17:00 hours local at the address given below . 7. The Bidding Document in English may be obtained by interested eligible Bidders free of charge, upon the submission of a written application to the address below. The document will be sent by e-mail. Alternatively, the Bidding Document may be downloaded at the following weblink: https://drive.google.com/drive/folders/1iXUdRzeu7bJs15V7HNTemf5EuJml_DeM?usp=sharing. In the latter case, the Bidder shall submit a written application after downloading the Bidding Document, and shall have registered with the Purchaser for the purposes of subsequent notification (e.g. in case of clarifications or addenda issued pursuant to ITB 7 or ITB 8). A Bidder who has not registered with the Purchaser as required above, shall bear sole responsibility for monitoring and obtaining clarifications or addenda which may be made available at the above link or published at the Purchaser's webpage specified in ITB 7.1. 8. Bids must be delivered to the address below on or before 11:00 a.m. Tashkent local time (UTC+05:00) on 9 October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 11:30 Tashkent local time (UTC+05:00) on the same date . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. 9. All Bids must be accompanied by a Bid Security of: Lot 01: Pediatric/adult rehab trainers and robotics (mechanotherapy) - US$ 180,000 (US Dollar one hundred eighty thousand) or equivalent in a freely convertible currency . Lot 02: Pediatric/adult mobility aids and seating - US$ 15,000 (US Dollar fifteen thousand) or equivalent in a freely convertible currency Lot 03: Small rehab tools, hand therapy and occupational therapy accessories - US$ 30,000 (US Dollar thirty thousand) or equivalent in a freely convertible currency Lot 04: Sensory integration, play structures, mats and flooring - US$ 20,000 (US Dollar twenty thousand) or equivalent in a freely convertible currency Lot 05: Pediatric/adult therapy furniture, support frames and positioning aids - US$ 50,000 (US Dollar fifty thousand) or equivalent in a freely convertible currency Lot 06: Electrophysical therapy equipment (physiotherapy) - US$ 40,000 (US Dollar forty thousand) or equivalent in a freely convertible currency . Lot 07: Ophthalmological equipment - US$ 10,000 (US Dollar ten thousand) or equivalent in a freely convertible currency . Lot 08: Diagnostic and rehabilitation equipment - US$ 15,000 (US Dollar fifteen thousand) or equivalent in a freely convertible currency 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11.
