(1) Vendor needs to provide comprehensive plan update service to the government authority located in Horace, ND.– The selected consultant will have considerable experience in developing comprehensive plans,particularly for communities with a similar growth profile, and possess significant urban planningabilities in citizen involvement/participation, process facilitation, visioning, data collection, trendprojection, and feasibility analysis– The consultant will be expected to develop and lead a planning process that features active publicparticipation in assessing where we are as a community and where we can and want to go in thefuture.• Focus Areas of The Plan– Growth Management and Annexation Policy– Development policies to the West of Fargo–Moorhead Diversion within the city limits, aswell as the ETJ– Impacts of Regional Growth– Development in Major Corridors– Preservation of Land for Economic Development– Transportation and Connectivity– Downtown Boundaries and Revitalization– Housing Study and Action Plan– Infrastructure Growth– Parks and Open Spaces– Aligning Zoning with the Comprehensive Plan• The comprehensive plan update process should encompass the following desired planningoutcomes, but not limited to:– Provide legal justification for land use decisions and ordinances.– Provide an opportunity for residents and property owners to guide the future of Horace.– Help Horace identify issues and prepare for demographic and development changes.– Provide a comprehensive plan for future development and land use.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 12, 2026
