REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country: Federal Democratic Republic of Ethiopia Name of Project : Project Preparation Support for a proposed project “Agriculture Value Chain Development for Climate Resilience and Jobs in Ethiopia (P510576) Grant No.: E5760 Assignment Title: Individual Consultancy Service for Recruitment of Procurement Expert for procurement Assessment and Development of Procurement manual and Guidelines RFB Reference No: (ET-MOLF-551203-CS-INDV) Employer: Ministry of Agriculture The Government of Ethiopia, through the Ministry of Agriculture, is implementing the six-year Agriculture Value Chains Development for Resilience, Commercialization and Jobs (AVC4Jobs) project to enhance the competitiveness of strategic agricultural value chains, improve livelihood resilience, and create employment opportunities for youth and women by strengthening sustainable production systems and market linkages. The project intends to finance Individual Consulting services for the recruitment of a Procurement Expert to support procurement assessment and the development of procurement manuals and guidelines The objective of this individual consultancy service is to Conduct a comprehensive fiduciary assessment of procurement systems, procedures, staffing, and capacity across federal, regional, and woreda levels; provide targeted recommendations to mitigate gaps and risks and improve transparency and efficiency; develop and finalize procurement management manuals, operational guidelines, and a project procurement strategy; build capacity of the core design and implementation teams and Ministry staff through targeted training on procurement standards and best practices; and prepare an 18month procurement plan to support effective project design and implementation. The following specific tasks are expected from the individual consultant; specifically: Procurement Management Capacity Assessment and Recommendations Development of Procurement Manuals and Operational Guidelines Capacity Building and Training on Procurement Management Preparation of PPSD and 18-month PP. Duration of the Service The individual consultant will be required to complete the services within 12 weeks from the date of the effectiveness of the contract. Qualification and Experience Education A minimum of first degree in Economics, Management, Accounting, Business Administration, procurement and supply management, engineering, law or other related disciplines; Experience Good knowledge of standard procurement methods and procedures; Ten (10) years relevant working experience, of which five years continuous experience is in procurement management at senior level, and 3 years’ experience on the World Bank financed projects; Knowledge and experience off World Bank procurement procedures and World Bank regulation as well as Ethiopian Government procurement procedures and documentation will be an added advantage. Knowledge and experience in use of STEP system Experience in successful execution of procurement capacity assessment, procurement audit Experience in preparation of PPSD Fluency in written and spoken English. Excellent analytical skills and report writing. The Consultant will be hired as individual local consultant with relevant qualification and experience for the assignment.
