(1) Vendor needs to provide personnel classification, compensation and organizational structure study services to the government authority located in Newport, RI.– Develop actionable recommendations that promote operational efficiency, regulatory compliance, and long–term organizational sustainability.– Conduct a comprehensive assessment of the city’s organizational structure, staffing levels, departmental functions, reporting relationships, management practices, and operational effectiveness.– Conduct a comprehensive review and validation of all position classifications and develop a consistent, defensible classification framework.– Review and evaluate all job descriptions for accuracy and consistency.– Analyze compensation and benefits in comparison to relevant labor markets, including comparable municipalities and, where appropriate, regional employers.– Develop and recommend a compensation philosophy to guide the city’s pay practices, including market positioning strategy.– Design a compensation structure, including salary ranges, and provide recommendations for administration and long–term maintenance.– Review relevant documentation, including personnel policies, collective bargaining agreements, prior studies, and organizational materials.(2) All questions must be submitted no later than September 18, 2026.
