(1) Vendor needs to provide electric utility battery energy storage system feasibility study service to the government authority located in Corona, CA. – Conduct a comprehensive feasibility study that evaluates the technical, operational, regulatory, and economic viability of Battery Energy Storage Systems (BESS) deployment and provides recommendations to support the agency’s decision on whether to proceed with further development, procurement, and implementation. • Provide data request list to the agency.• Conduct a kick–off meeting with agency staff to discuss project priorities and schedule, confirm study objectives and methodology, identify data needs and limitations, establish key assumptions and review expected deliverables.• Conduct bi–weekly meetings to discuss project progress, preliminary findings, outstanding information needs and issues requiring agency input.• Analyze daily and seasonal load profiles, peak demand characteristics, and the impact of forecasted load growth, including solar installations and EV charging, and other material changes in load.• Perform energy market analysis to evaluate historical and anticipated energy cost exposure and identify periods in which BESS charging and discharging could provide economic benefit.• Identify interconnection, regulatory, permitting and market participation requirements that could materially affect the feasibility, cost or implementation of the agency deployment alternatives. • Perform cost analysis for each BESS deployment alternative, including, as applicable, costs associated with equipment, engineering and design, site preparation and civil work, permitting, environmental documentation, operation and maintenance, decommissioning and disposal, replacement costs, and other relevant costs.(2) All the questions must be submitted no later than October 22, 2026. (3) Mandatory pre–bid meeting will be held on October 15, 2026.
