Opportunity title: Payroll Upgrade Project – Business Analysis Services Notice summary: Education Payroll Limited is seeking proposals from suitably qualified suppliers to provide a managed Business Analysis service for the Payroll Upgrade Project. The service will support requirements engineering, business process modelling, traceability, knowledge management, and responsible AI-assisted requirements acceleration for a multi-year public sector payroll upgrade. What we need: Education Payroll Limited intends to release a Request for Proposals on the GETS for the provision of Business Analyst services. This advance notice is provided to give interested suppliers early visibility of the upcoming opportunity. Indicative Scope: The proposed procurement is expected to seek suitably qualified suppliers or individuals with experience providing business analysis services in complex organisational, technology, payroll, or business process environments. The services may include requirements gathering, stakeholder engagement, process mapping, analysis of current and future state processes, documentation of business needs, and support for delivery teams. Indicative Timing: The RFP is expected to be released on GETS in September 2026. The indicative response period, briefing arrangements, and closing date will be confirmed in the RFP documentation once released. How to respond: Full tender documents will be available on GETS. Proposals must be submitted electronically through GETS before the deadline. Proposals sent by email, post, or hand delivery will not be accepted.
