(1) Vendor needs to provide ballot mailing services to the government authority located in Ballston Spa, NY.– Provide ballot mailing services starting in 2027, including the following:• Use of intelligent barcodes on envelopes readable by voter registration software• Print ballots, fold and insert into envelopes for mailing• Perform production sample testing• Timely deliver ballots to USPS meeting all election law deadlines• Provide delivery and return mail tracking using data via secure website for staff to monitor as needed.• Website to have exportable report capabilities• Website to have voter search options– Ballot mail package will need to include the following:• Ballot• Outer mailing envelope• Return envelope• Oath envelope• ‘I Voted’ sticker– Up to 15,000 ballot packages per year.(3) The contract period will be for one year.
