REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Project Name Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Loan No./Credit No./Grant Credit 7555-UZ / Grant Agreement No. TF C4589-UZ Assignment Title PR and Strategic Communication Support for the INSON Project Procurement Plan Reference No. UZ-INSON-CS-CQS-3.1.3. Country Republic of Uzbekistan The Republic of Uzbekistan has received financing from the World Bank for the implementation of the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project and intends to apply part of the proceeds for consulting services. The consulting services (the “Services”) include the provision of comprehensive PR and strategic communication support for the INSON Project, aimed at raising public awareness, promoting social services, building trust in the social protection system, and supporting the implementation of reforms in this area. Under the assignment, the Consultant will provide a full cycle of communication support, including strategy development, content creation, implementation of information campaigns, media relations, digital communications, as well as monitoring and evaluation of the effectiveness of communication activities. The scope of services includes, inter alia: conducting a communication audit and stakeholder analysis; developing a strategic communications plan and project visualization; preparing and disseminating communication materials (articles, video materials, infographics, social media); organizing and conducting media events and information campaigns; introducing behavioral communication approaches and reducing stigmatization; monitoring communication results and preparing reports; developing and conducting a capacity-building program for the PR and communications team of NASP. Within each phase of the assignment implementation, the Consultant shall ensure achievement of communication results, including: conducting national and regional media events; publications in national media; production of video content and digital materials; regular management of social media; implementation of key communication campaigns. The duration of the assignment is up to 3 years (including several implementation phases with periodic evaluation and approval of results by the Client). Interested companies should provide information demonstrating that they have the required qualifications and relevant experience. Interested Consultants’ attention is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank Procurement Regulations (September 2023), concerning conflict of interest. The most qualified firm to provide the Services will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Regulations and based on the qualification requirements set out in the Terms of Reference: at least 5 years of experience in strategic communications, public relations, or development communications; demonstrated experience in implementing national communication campaigns; experience working with government agencies and/or international organizations; experience in developing multimedia content and managing digital communications; ability to work with vulnerable groups of the population in compliance with ethical principles; availability of a qualified team of specialists in communications, media, digital content and monitoring; experience in interaction with national and regional media, as well as operational capacity to implement activities at the national and regional levels; experience in projects financed by international organizations, including the World Bank, will be an additional advantage.
