As-Needed Stormwater Program Technical Support Services

The City of Vista is soliciting written proposals for as-needed stormwater program technical support. The City will enter into a three (3) – year Master Consulting Agreement with up to two (2) selected Consultants. Services provided under each Agreement shall not exceed $500,000 over the term of each Agreement. A detailed scope of work and fee will be outlined for each task and assigned to the selected Consultant(s) based on expertise and availability. Consultants may submit proposals as a single firm with in-house capabilities or as a primary consultant with sub-consultants in order to provide “full service” stormwater program technical support services on an as-needed basis. For specialized work for which the prime consultant will require a sub-consultant, the prime consultant will serve as an administrative liaison between the City and the sub-consultant. The prime consultant mark-up for sub-consultants shall not exceed five percent (5%). The City reserves the right to request proposals from other firms throughout for special projects requiring unique qualifications. Once registered, Consultants must download this solicitation in order to appear on the Bidder’s List as a “Prospective Bidder.” Consultants that fail to specifically download this solicitation will not appear on the Bidders’ List and will be unable to participate or be considered for this RFP.
