(1) Vendor needs to provide grant management system.• Centralized organization profiles that serve as the primary record for eligible applicants, subrecipients, state agencies, local governments, tribal governments, nonprofit organizations, and other participating entities.• A single organization dashboard providing authorized users with a consolidated view of all grants, projects, reimbursement requests, payments, compliance activities, communications, required actions, financial status, and other program participation associated with their organization.• The system shall provide a configurable, role–based portal experience tailored to the authenticated user's organization, permissions, and program responsibilities.• Budget creation and management.• Cost–share calculations.• Reimbursement processing including for federal and state awards or cost reimbursement.• Invoice review and validation.• Duplicate payment prevention.• Payment management.• Drawdown tracking.• Financial reconciliation.• Indirect cost calculations.• Identify program–specific lifecycle differences between traditional grants, reimbursement–based financial assistance, disaster finance, and operational funding program to ensure configurable workflows support each business model without requiring custom development.
