(1) Vendor needs to provide city council–housing study services to the government authority located in Saint Paul, MN.– This study will evaluate the effectiveness of current rent stabilization implementation and enforcement, including whether existing staffing levels, resources, and administrative structures are sufficient to ensure consistent, equitable, and meaningful enforcement of the ordinance– The study will examine the condition, availability, and projected trajectory of the city’saffordable housing stock, with forecasts for 2040, 2050, and 2060. this analysis should identify gapsbetween projected housing supply and renter needs, considering housing trends, economic conditions, and development patterns.(2) All question must be submitted no later than August 26, 2026.
