(1) Vendor needs to provide youth employment program services to the government authority located in Elmira, NY.– Program activities and services components:– Deliver paid employment opportunities as the core program component, ensuring that a minimum of 80% of enrolled youth participate in traditional paid employment, with no more than 30% of hourly participation for these YEP participants in non–employment activities such as career exploration, mentoring outside the workplace, financial literacy, or education.– Program operators electing to offer education and career exploration components must limit these non–employment activities to no more than 20% of each program operator’s total annual enrolments.– Financial literacy training is a required component for all YEP participants and must be provided at least annually.– Compliance requirements and youth eligibility verification:– Current Family Assistance (FA) recipients.– Confidentiality of participant information:– Contractor shall maintain strict confidentiality of all participant records, including eligibility documentation, case notes, payroll information, and referral sources.– Communication protocols:– Contractor must not transmit confidential participant information via unencrypted email, unsecured messaging applications, or personal devices.– Any suspected or confirmed breach of confidentiality must be reported to agency within 24 hours of discovery– Data storage and security:– All participant information must be stored in secure, access–controlled systems that protect against unauthorized access, modification, disclosure, or loss.– Electronic records must be encrypted where feasible and protected by password restricted access.– Record retention and disposal:– Upon contract termination, all physical and electronic records must be transferred to agency or securely destroyed according to county protocols.(2) All the questions must be submitted no later than November 23, 2026.(3) The contract period will be for two years.
