(1) Vendor needs to provide industrial waste pretreatment program software.– Industrial Waste Pretreatment Program Software for managing the district’s program.– Implementation of the software including transfer of existing information from the districts current database.– Facility tracking for all industrial users and commercial sources. Baseline monitoring for all customers including water use balances, pollution control plans, billing account data, waste hauler data, and complaints and inquiries.– Permit management, including permit applications, workflow management for reviews of permits and other documents, temporary permits or notices of intent for discharge, facility specific and general permits, permit revisions, monitoring and reporting requirements, permit documentation, blank self–monitoring reports (SMR) forms, federal, state, local limits tracking and inclusion, permit terms and conditions and other required statements.– Tracking history for management of permit changes across multiple permits, owners, contacts, and years. Tracking needs to include company name changes, SIC/NAICS tracking, and appropriate regulations.– Workflow management including rule–based workflows, scheduling for monitoring and inspections, work task tracking, project management, task and resource allocation management, service and task cost reporting.– Inspection scheduling, reporting, photo and video management, field sampling data, follow–up scheduling.– Field sampling scheduling, auto generation of sample bottle and test requirements, field measurement data, self–monitoring result tracking, range verification of sample results.(2) All question must be submitted no later than August 7, 2026.
