(1) Vendor needs to provide audience analysis services to the government authority located in Washington, DC. – Conduct audience research using appropriate qualitative and quantitative methods, including focus groups, surveys, and message testing. • Research design: Develop a tailored research methodology in consultation with the agency and aligned with the research objectives and identified target audiences• Focus group composition: Conduct a minimum of four (4) focus groups, online and/or in person.• Discussion guides and questionnaires: Develop discussion guides, screening questionnaires, and post–session questionnaires.• Participant recruitment: Recruit participants using targeted and/or randomized recruitment methods appropriate to the research methodology and identified target audiences.• Technical requirements: Provide a secure online platform capable of:– Audio and video recording;– Providing Mission personnel with observation access without identifying observers to participants• Pre–test: Conduct a five (5) to ten (10) minute mock session with Mission personnel to verify technical functionality and confirm the clarity and functionality of the research instruments.• Fieldwork: Coordinate the fieldwork schedule.• Data management and analysis: collect, organize, analyze, and report the results of the research.(2) All the questions must be submitted no later than September 11, 2026.
