ESTATE-12293 - USA (Pennsylvania) - Real Property Reassessment Project Services - Deadline November 12,2026

(1) Vendor needs to provide real property reassessment project services to the government authority located in PA.– Vendor who shall conduct a comprehensive reassessment utilizing –prescribed assessment standards, including mass appraisal standards and methodology in accordance with all current assessment standards and statutory requirements. – The contractor, throughout the entirety of the project, should utilize non–proprietary data collection, verification, and valuation methods and tools, allowing the agency to retain ownership of the work file upon completion of the project and support long–term assessment maintenance.– Successful contractor shall utilize available digital resources to conduct parcel reviews.– These digital resources include but are not limited to: CAMA data, GIS information, aerial imagery oblique imagery, building permit data, historical assessment records, sales verification data, historical deed information, and owner–supplied data.– Physical field inspection shall occur when adequate digital parcel data is limited, and parcel characteristics may not be verified.– In these instances, an in–person inspection will be necessary to ensure equitable valuation.– Examples of such circumstances requiring an in–person field inspection include, but are not limited to:– New construction.– Significant additions or demolitions.– Observable discrepancies between existing records and imagery.– Properties exhibiting characteristics materially impacting value.– Property owner requests requiring verification.– Complex, unique, or atypical properties.– Provide a detailed explanation of the proposed desktop review methodology, including technologies, workflows, quality control procedures, and the criteria utilized to determine when field inspections are necessary(2) All the questions must be submitted no later than November 3, 2026.(3) The contract period will be for one year.
