(1) Vendor needs to provide freedom of information act management software.– Provide a secure, cloud–based Freedom of Information Act (FOIA) Request Management Application.– Provide implementation, configuration, training, ongoing support, and a solution that improves transparency, workflow efficiency, records access, and compliance reporting.– System–generated “Auto–Acknowledgements“ upon submission and automatic email updates for status changes.– Digital release of responsive records directly through the portal, eliminating the need for external file–sharing tools.– Native connector or API–based integration with the City’s existing OnBase Content Management System to identify, retrieve, and process records stored in the citywide repository.– High–fidelity redaction tools for PDF, image, video, and audio files without leaving the application.– Automatic audio/video transcription and redaction (e.g., face blurring, audio muting) are required natively or via third–party integrations, and request vendor benchmarks for processing times on large video files.– Real–time visual metrics for compliance tracking, including average response times, request volume by department, and backlog status.– Ability to ingest documents directly from Outlook and OneDrive/SharePoint environments.– Ability to export all system data, audit logs, and documents in non–proprietary formats (e.g., CSV, PDF) at any time.
