Court Theophelia Flood Mitigation

The City of St. Augustine is seeking the services of a qualified and licensed contractor for the construction of drainage, utility, and roadway improvements in the Court Theophelia Neighborhood, located in Saint Augustine Florida - northeast of the intersection of Charles Usinas Memorial Highway (SR-16) and North Ponce De Leon Blvd (US-1). The project includes the following streets: Court Edna, Court Theophelia, Court Louise, Bannan Avenue and Colony Street. The construction and copy of the record (as-built) drawings shall be completed no later than June 30, 2026. Final invoice submitted no later than Sept. 30, 2026. This project is currently funded through the Resilient Florida Grant Program and, therefore, is subject to Florida Department of Environmental Protection (FDEP) and federal funding requirements. The construction scope of work shall include constructing a new stormwater system for the neighborhood including adding curb inlets and stormwater pipes. A bioswale will be constructed on the east side of Bannan Avenue. The stormwater pipes shall flow to a Nutrient Separating Baffle Box on the northeast side of the project prior to discharge to the wetlands connected to the interacoastal waterway. This project also includes extending sanitary sewer pipes and replacing the potable water mains and services. This project shall also include reconstruction of Court Edna, Court Theophelia, Court Louise, Bannan Avenue and Colony Street. The project also includes constructing new sidewalks, including the ADA-compliant curb ramps. Construction activities shall be completed in strict compliance with applicable Federal, State and Local Rules and Regulations. The Contractor shall be responsible for maintaining a safe and secure worksite for the duration of the work. The contractor shall maintain all work staging areas in a neat and presentable condition. The Contractor shall be responsible for furnishing or contracting all labor, materials, equipment, tools, transportation and supervision and for performing all work per sealed engineering designs and construction plans. The City shall obtain all necessary easements and right-of-way permits for the project.
