SPECIFIC PROCUREMENT NOTICE Request for Bids Plant Design, Supply, and Installation (Without Prequalification) (Two-Envelope Bidding Process with rated criteria) Country : Ukraine Project : Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo) Contract Title : Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kyiv HPP / PSP, Kaniv, Kremenchuk and Seredniodniprovska Hydropower Plants, including related services (training of UHE staff) (hereinafter referred to ‘the Contract’) comprising the following lots: Lot 1: Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kyiv HPP / PSP, including related services (training of UHE staff) (46 MW BESS capacity). Lot 2: Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kaniv HPP, including related services (training of UHE staff) (66 MW BESS capacity). Lot 3: Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kremenchuk HPP, including related services (training of UHE staff) (60 MW BESS capacity). Lot 4: Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Seredniodniprovska HPP, including related services (training of UHE staff) (25 MW BESS capacity). Source of financing: IBRD Loan No.: 9284-UA; CTF Loan No.: TF0B5994; CTF Loan No.: TF0C5903-UA; and CTF Grant No.: TF-0B5724. Project ID : P176114 RFB reference No .: UHE-IPSR-DSI-1 1. Private Joint Stock Company “Ukrhydroenergo” (PJSC “Ukrhydroenergo” or UHE) has received financing from the World Bank (hereinafter referred to as the “Bank”) toward the cost of the Project “Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo)” and intends to apply part of the proceeds toward payments under the Contract. Under this Contract, UHE intends to make payments using the Direct Payment disbursement method, as defined in the World Bank Disbursement Guidelines for Investment Project Financing. 2. PJSC “Ukrhydroenergo” now invites eligible Bidders to submit Bids for the Contract. Bidders can bid for any one lot, more than one lot or all the four lots . The Time for Completion shall be between 420 and 510 calendar days from the Effective Date of the Contract. No credit will be given for early completion, and Bids offering a Time for Completion exceeding 510 days shall be rejected. 3. Prospective Bidders shall meet the following minimum qualification requirements: (a) General Experience: Experience in activities related to the design, supply and installation of equipment for energy infrastructure facilities, including generating facilities, battery energy storage systems (BESS), and MV and HV grids, under contracts in the role of contractor, subcontractor, or management contractor since at least January 2020. Design and construction experience may be from different contracts. (b) Financial Capabilities : The Bidder shall submit audited balance sheets or, if not required by the law of the Bidder’s country, other financial statements acceptable to UHE for the last five (5) fiscal years to demonstrate the current soundness of the Bidder’s financial position and its prospective long-term profitability. (c) Average Annual Turnover: The Bidder shall demonstrate a minimum average annual turnover for the last three (3) fiscal years as follows: Lot 1 – USD 36 million; Lot 2 – USD 51 million; Lot 3 – USD 46 million; Lot 4 – USD 20 million. Bidders submitting Bids for multiple Lots shall meet the cumulative average annual turnover requirements applicable to those Lots. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, to meet the following minimum cash-flow requirements: Lot 1 – USD 9 million; Lot 2 – USD 13 million; Lot 3 – USD 12 million; Lot 4 – USD 5 million. Bidders submitting Bids for multiple Lots shall meet the combined financial resources requirements applicable to those Lots. (d) Specific Experience: (i) The Bidder shall demonstrate participation as contractor, joint venture member, subcontractor, or management contractor in at least two (2) contracts since 01.01.2020, each of which has been successfully and fully completed and has a minimum power and energy capacity of at least: Lot 1 – 35 MW / 35 MWh; Lot 2 – 50 MW / 50 MWh; Lot 3 – 48 MW / 48 MWh; Lot 4 – 20 MW / 20 MWh. Completion shall be based on obtaining of the Operational Acceptance Certificate, Commissioning Certificate, Taking Over Certificate, Commercial Operation Certificate, Facility Readiness Certificate, or equivalent documents demonstrating successful completion. The similarity of the contracts shall be based on experience in the design, supply and installation of Battery Energy Storage Systems, either as a stand-alone facility or as part of a larger power project, including but not limited to a hybrid renewable energy project. The referenced contracts shall demonstrate experience covering design, supply and installation of the relevant facility under the Bidder’s overall contractual responsibility. A Bidder submitting Bids for more than one Lot shall meet the specific experience requirement for the largest individual Lot for which it is bidding. The experience related to design could have been met even through a specialized subcontractor. (ii) For the contracts specified above and/or other relevant contracts, the Bidder shall demonstrate experience in, inter alia, the following activities: A . For any Lot: at least one (1) successfully and fully completed contract involving the performance of/participation in an IEC 62443 Security Risk Assessment and implementation of Cyber Security concepts in accordance with IEC 62443-3-3, SL-2/3 level. B. For Lots 1, 2 and 4: design, construction and commissioning of at least one (1) HV substation of at least 110 (150) kV class. New-build, refurbishment, rehabilitation, extension, reconstruction and modernization projects shall be acceptable. C. For any Lot: design and construction of at least one (1) successfully and fully completed BESS project with a total installed capacity of at least 10 MW, with confirmed integration of the BESS into a power system operating in accordance with ENTSO-E requirements. D. Design, with proof of positive state expertise, of at least one (1) project of the applicable consequences class in the field of industry or energy (production facilities; generation, distribution, transmission): for Lots 2 and 3 – CC3; for Lots 1 and 4 – CC2. E. For any Lot: design in accordance with the requirements of Order No. 45 of the Ministry of Regional Development and Construction dated November 16, 2011, in the field of industry or energy (production facilities; generation, distribution, transmission) – at least one (1) project. F. For Lot 4: design of projects involving connection to the Transmission System Operator (TSO) and/or Distribution System Operator networks – at least one (1) project. These experience requirements listed under item (ii) may also be met through proposed specialized subcontractor(s). Full and detailed qualification requirements, as well as additional information on the scope of the Contract and the technical, commercial and other requirements, are provided in the Bidding Document. 4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020 edition) (Procurement Regulations) and is open to all eligible Bidders as defined in the Procurement Regulations. The procurement process will be conducted through the national electronic procurement system Prozorro, available at https://prozorro.gov.ua/, including authorized electronic marketplaces through which UHE and Bidders shall interact with the system. The RFB documents, amendments and clarifications will be published on the Prozorro website and on all authorized electronic marketplaces with free access at the following link: https://prozorro.gov.ua/uk/tender/UA-2026-09-15-013943-a In order to submit the Bid and/or request clarifications, the Bidder shall register at one of the authorized electronic marketplaces of the Bidder’s choice in accordance with the terms and conditions of the selected marketplace . 5. Bids will be evaluated in accordance with the evaluation process set out in the Bidding Document. The weight assigned to the Rated Criteria (technical and non-price factors) is: 50% (fifty percent) ; the weight assigned to the Cost factors is: 50% (fifty percent) . [ NOTE: Due to Prozorro system limitations the weight assigned to the Cost factors is shown as 100% (hundred percent), which should be ignored. For details, refer to the Bidding Documents.] The Rated Criteria include: () Cyber security and supply chain risks management approach; () Availability of a technical support center to provide technical support related to the maintenance and repair of the key equipment; () Organization of Construction and Installation Works Under Wartime Conditions; and (iv) Implementation of sustainable development and environmental responsibility policies. 6. Interested eligible Bidders may obtain additional information from the Bidding Document published at the link provided above. Requests for clarification shall be submitted by the Bidder no later than 14 days before the deadline for submission of Bids specified in the electronic procurement system. Prospective Bidders are invited to attend the pre-Bid meeting, which will be organized by UHE in the format of a video conference. Detailed information about the date, time and registration is provided in the Bidding Document. 7. Bids shall be submitted by uploading the complete Bid through the electronic procurement system before the Bid submission deadline, which is 16:00 (Kyiv time) on November 12 , 202 6 . After the deadline, Bidders will not be able to submit Bids and this option will be automatically closed by the system. Further details on the electronic Bid submission process are provided in the Bidding Document. 8. A Bid Security shall not be required. Each Bid shall be accompanied by a Bid-Securing Declaration using the form provided in the Bidding Document. 9. Attention is drawn to the Procurement Regulations requiring UHE to disclose information on the successful Bidder’s beneficial ownership in the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the Bidding Document.
