(1) Vendor needs to provide federal lobbying services to the government authority located in Research Triangle Park, NC. – Provide consultant shall have demonstrated success representing public transit agencies and local governments and other federal departments and agencies whose decisions affect public transportation.– Strategic Federal Affairs Plan: • Contract execution, deliver a written federal affairs plan setting forth the consultant’s recommended strategy for the contract term, including identification of federal funding priorities, key authorizing and appropriations milestones, target members of congress and committee staff, and target federal agency officials.• Update the federal affairs plan at the convening of each new congress and at the start of each federal fiscal year, and amend it as warranted by changes in administration, congressional leadership, leadership, or project and policy priorities.– Congressional Engagement:• Draft and edit talking points, briefing memoranda, leave–behinds, follow–up correspondence, and other engagement materials for use by principals.– Federal Agency Engagement:• Maintain working relationships with senior officials and other federal departments and agencies whose actions.• Coordinate site visits by federal officials to the research triangle region; and pursue speaking, panel, and testimony opportunities at federal conferences and industry events.– Political and Electoral Environment:• Provide analysis, briefings, and semi–annual reports on the political environment affecting federal transportation policy, including the implications of election cycles, changes in congressional leadership, committee composition, political appointees, and senior career staff of the executive branch.• Brief on post–election transitions; develop introduction strategies for new members of congress, new committee chairs, and new administration officials; and prepare orientation materials and engagement plans for use.(2) All the questions must be submitted no later than July 8, 2026.
