(1) Vendor needs to provide financial consultant services to the government authority located in Hennepin, MN.– To fund public and private infrastructure, strategic property acquisition, and transit–oriented real estate development projects by both non–profit and for–profit developers to create vibrant places that prioritize people and walking, biking, and transit as easy mobility options.A. Evaluation of each application– Financing assumptions proposed reasonable and consistent with industry standards– Project assuming a level of subsidy that is not typically achievable– The project costs reasonableB. Follow–up– One to two phone conversations or email exchanges with applicants to discuss questions and seek additional or clarifying information that consultant may have on the applications.C. Additional services – Reviewing individual, real estate project submittals made to other Requests for Proposals.– Reviewing individual real estate development project pro formas to identify the completeness and reasonability of financial models and assumption.(2) All question must be submitted no later than November 3, 2026.
