(1) Vendor needs to provide master developer services to the government authority located in Quincy, IL.– Capable of serving as master developer to plan, develop and implement a plan that utilizes the Riverfront Plan and/or Amphitheater Plan.– Site as a mixed–use destination possibly featuring an amphitheater, arena/event plaza, cruise port dock & parking along with a range of commercial uses, including retail, restaurant, hospitality, service and entertainment. – Residential uses may be incorporated to complement and enhance the commercial space.– The potential development could include, but is not limited to: • An arena, event plaza or amphitheater; • Cruise port dock & parking; • Mixed–income residential development; • Hospitality and lodging opportunities; • Public gathering spaces, plazas; • Retail & restaurants.
