(1) Vendor needs to provide zoning and subdivision ordinance comprehensive rewrite service to the government authority located in DeSoto, TX.– The City has recently undertaken a comprehensive Draft Diagnostic Study of its Zoning Ordinance and Subdivision Ordinance to evaluate the effectiveness of its existing development regulations.– The Draft Diagnostic Study currently identifies opportunities to:• Modernize outdated zoning and subdivision regulations.• Improve ordinance organization and usability.• Eliminate conflicting or redundant provisions.• Streamline development review and approval processes.• Expand opportunities for administrative approvals where appropriate.• Reduce unnecessary reliance on Planned Development districts.• Support redevelopment and infill development.• Encourage housing diversity while protecting established neighbourhoods.• Promote mixed–use and commercial investment.• Improve design standards and development quality.• Strengthen implementation of the City's Comprehensive Plan.• Improve predictability and consistency for applicants, staff, decision–makers, and the public.• Review and validate the findings and recommendations contained in the Draft Diagnostic Study.• Identify any additional issues, opportunities, or best practices not currently addressed in the study.• Evaluate any other legal updates or statutory changes.• Prioritize recommendations for implementation.• Prepare an implementation matrix identifying how each recommendation will be addressed within the rewritten ordinances.(2) The contract period will be for one year.
