(1) Vendor needs to provide commercial appraisal consultant service to the government authority located in Philadelphia, PA.– A Commercial Appraisal Consultant to assist the Department in support of activities related to establishing real property assessment values for multi–family, commercial, mixed use, and industrial properties in the City. – Provide appraisal, valuation advisory, analytical, and training services in support of opa’s commercial assessment functions.– Conducting annual and periodic market studies for commercial, industrial, institutional, and specialty property sectors, including capitalization rates, rents, income and expenses, vacancy, sales, and market trends.– Serving as a subject matter expert in the development, review, and refinement of mass appraisal models, methodologies, and valuation practices.– Providing consultation and appraisal review for individual properties and assessment appeals, including valuation analysis and staff coaching related to appeal preparation and testimony.– Providing valuation advisory and quality assurance support to improve accuracy, consistency, uniformity, documentation, and overall valuation practices. (2) The contract period will be for one year. (3) All the questions must be submitted no later than September 18, 2026.
