(1) Vendor needs to provide strategic and facilities planning services. – Provide strategic and facilities planning services project for the county public library will be conducted in sequential phases, beginning with an organizational assessment and community engagement activities, followed by plan development.– Organizational assessment.– Community engagement feedback analysis.– Develop and facilitate a process for community engagement with external stakeholders, both individuals and groups or agencies, to gather input and identify community perspectives, needs, concerns and interests.– Develop and facilitate a process for engagement with stakeholders.– Prepare and present a report to the strategic planning committee and other key internal stakeholders on the first stages of the project, assessment, and preliminary recommendations.– Plan should provide actionable recommendations, prioritized capital projects, cost estimations, and implementation strategies based on industry best practices and stakeholder input.(2) The contract period will be for one year. (3) Pre–bid meeting will be held on November 16, 2026. (4) All the questions must be submitted no later than November 19, 2026.
