(1) Vendor needs to provide event production, venue management and event operations services.• The selected Operator will provide integrated event planning, design management, procurement and subcontracting, site build–out, operational readiness, Games–time event operations, and closeout services for the Event.– Planning and Design Management • Validate and refine the City's concept plan; produce a master site plan, capacity and crowd–flow analysis, and phased design documents suitable for permitting.• Prepare the master Event budget and cash–flow projection; establish cost commitments per the compensation structure negotiated under Section 10.• Develop the utility and infrastructure basis of design (power distribution, potable water, greywater and grease management, fiber/Wi–Fi network, sanitation) in coordination with City Public Works, Information Technology and Security and serving utilities.• Assess technology needs and develop an implementation plan for event technology solutions, including a mobile event app, digital maps, wayfinding, public Wi–Fi, livestream support, digital signage, queue management systems, and operational analytics dashboards.• Develop and manage a volunteer program, including volunteer recruitment, onboarding, uniforms, scheduling, training, supervision, and recognition.– Pre–Event Build Out (January through July 2028)• Manage site mobilization, construction, installation, commissioning, and inspection sign–offs, targeting substantial completion no later than seven (7) days before public opening.• Conduct integrated systems testing (power, network, screens, POS, public address, emergency override) and a full–scale multi–agency tabletop and functional exercises.• Recruit, hire, train, and credential all Event staff; implement the City–approved credentialing and dark–hours access control system.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 1, 2026.(4) Pre–bid meeting will be held on August 31, 2026.
