(1) Vendor needs to provide analysis services for scoping of childcare and preschool to the government authority located in Salem, OR.A. Conduct requirements discovery Facilitate stakeholder engagement and requirements–gathering sessions to identify and document detailed business, functional, technical, reporting, security, user, and any other relevant requirements needed for a successful PlatformB. Define project scope, timeline, budget, and recommend staffing modelDevelop an implementation approach that defines the project scope, major project phases, milestones, estimated schedule, preliminary budget, and staffing recommendations needed for successful implementation and ongoing operations of a child care and preschool enrollment platform.C. Estimate staffing and governance needs for project launch and implementation Evaluate project management and organizational resource needs, including recommendations for governance structure, decision–making processes, project management roles, IT support, business resources, and long–term operational staffing. Provide recommendations regarding whether implementation should include an agency Project Manager, IT Project Manager, business lead(s), change management leads, or other key roles.D. Document current and future state processes Analyze current business processes and workflows and develop future–state process maps that reflect new business processes and the capabilities of the proposed software solution. Identify opportunities for process improvement, standardization, and operational efficiencies(2) A voluntary pre–proposal conference will be held on September 30, 2026.(3) All question must be submitted no later than October 5, 2026.
