REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Federal Democratic Republic of Ethiopia Ethiopia Flood Management Project (E-FMP) Grant No. E124-Et Assignment Title: Consultancy services for establishment of integrated hydrology early warning data sharing, development of of pilot models & information products for selected top priority hydrological services(Omo-Gibe, Awash & rift valley) and development of web portal. Reference No.: ET-MOWE-441375-CS-QCBS The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of Design, Development, and Operationalization of a Unified Flood Management and Hydrological Web Portal for Ethiopia. GENERAL OBJECTIVES:-The overall objective of this assignment is to To design, develop, and operationalize a national Flood Management and Hydrological Web Portal that consolidates, visualizes, and disseminates hydrological and flood risk information through an interoperable, secure, and scalable platform. SPECIFIC OBJECTIVES: Assess institutional workflows, data products, and coordination mechanisms among MoWE, Ethiopian Meteorological Institute (EMI), Emergency and Disaster Risk Management Commission (EDRMC), and Basin Development Offices Develop functional and system requirements for a secure, scalable, and interoperable web portal. Integrate and visualize outputs from WRF, HYPE, and impact-based forecasting systems. Establish GIS-based dashboards and visualization tools for decision-makers and stakeholders. Ensure role-based access control, sustainability, and national scalability. Provide training, capacity building, and two-year post-deployment technical support. KEY DELIVERABLES AND INDICATIVE TIMING: The key deliverables include an Inception Report and prototype (Week 2), Needs Assessment Report (Month 2), FRS, SRS, and data integration protocols (Month 4), Draft GIS-enabled Web Portal (Month 6), and a fully tested and deployed Web Portal with training, manuals, national rollout roadmap, and Final Consultancy Report (Month 12). Post-deployment, the Consultant shall provide two (2) years of maintenance and technical support. SCOPE OF SERVICES: The scope of the services is to assess institutional & technical requirements; design & deploy an integrated GIS-enabled web portal for hydrometeorological and water resources data management; establish data integration, interoperability, and governance frameworks; support information sharing, system testing, and capacity building; develop a national expansion roadmap; and provide post-deployment maintenance & technical support to ensure sustainable, data-driven decision-making. ESTIMATED PERSON MONTH & DURATION OF ASSIGNMENT: The estimated key staff input is 72 Person–Month and the implementation periods is 365 Calendar days from the commencement date of the contract which is estimated to be from end of Sep 2026. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. THE SHORTLISTING CRITERIA ARE: Firm’s Core business and years in business Relevant experience and Qualifications of the consulting firm in the field of the assignment Technical and managerial capability of the firm. Number and qualifications of professional staff of the firm. Not the number and qualification of key Experts proposed for the assignment as they will not be evaluated at the shortlisting stage The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Nov 2020 updated in September 2023. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
