(1) Vendor needs to provide grant program management services to the government authority located in DeKalb, GA. – Provide program management services to market, implement, and coordinate the agency program for the five designated tax allocation districts within the agency.• Brighter home and small business property improvement grant program management:– Applicant intake and review of eligibility verification.– Main point of contact for participants throughout the rehabilitation process– Oversight of the construction process including initial identification of priority repairs; periodic onsite check–ins and final walk–through upon completion.– Execution of all applicant document/disclosures, including tri–party scope of work agreement between selected contractor, eligible homeowner/business owner and program manager.– Execution of construction–related contracts.– Preparation and submission of requisitions to decide agency for funding disbursement.– Monitoring construction timeliness and quality.• Contractor management: Identify and select qualified, experienced, and licensed contractors or general contractors to identify, prioritize and complete eligible improvements.(2) All the questions must be submitted no later than October 7, 2026.
