Description
The Santa Cruz County Sanitation District (District) invites qualified consultants to submit a Proposal for programming analyses, operations and staffing planning, environmental analysis, and master planning for the Santa Cruz County Sanitation District Facilities Plan The District maintains 220 miles of gravity sewer mains, 14 miles of force mains, and 4,687 sewer manholes and 35 pump stations. The District encompasses the communities of Live Oak, portions of Aptos and Soquel and the City of Capitola. Our primary purpose is to maintain the sewer system transporting the wastewater to the City of Santa Cruz Wastewater Treatment Plant. The D.A. Porath Facility is the District’s main facility and the average daily dry weather flows are approximately 3 million gallons per day before it is pumped to the City’s treatment. This RFP is soliciting Proposals from qualified firms for the development of a Facilities Plan that will guide the District’s investment in current and future facilities. The D.A. Porath Sanitation Facility is an existing property that serves as the primary pumping station between the eastern County sewer system and the City of Santa Cruz Treatment Plant. It also serves as the home base for all District maintenance activities. There are three buildings on the 7.4-acre property: Pump Building, Services Building, and Storage Warehouse. D.A. Porath is located at 2750 Lode Street within the community of Live Oak in the unincorporated County. The District recently adopted a decentralized operations and hybrid remote work staffing model in response to COVID-19. This model has provided benefits to the District, but further analysis and refinement is required to create a permanent and successful operations plan. In addition to the D.A. Porath Facility, the District also plans to acquire a smaller satellite operations facility in the southern portion of the District’s service range. Therefore, the Facilities Plan is needed to strategically allocate District resources between the two facilities and guide acquisition of the future satellite Operations Facility and development of Master Plans. The scope of work generally includes the following project components/phases: 1. Programming Needs Analysis 2. Operations and Staffing Plan 3. Environmental Analysis of satellite Operations Facility property 4. Master Plan for satellite Operations Facility 5. Master Plan for D.A.
