(1) Vendor needs to provide water and wastewater infrastructure comprehensive GIS dashboard software to transform raw data from multiple water systems into actionable, real–time insightsthat allow tribal administrators, system operators, and partner agencies to anticipate challenges, allocate resources efficiently, and protect water access for all citizens from one centralized platform.– Discovery and Configuration• Stakeholder interviews across Tribal departments, public water system operators, and other staff to define performance indicators related to drought resilience, compliance, and asset health• Review of existing Cherokee Nation compliance tracking processes and tools• Identification of dashboard users and associated permission levels– Dashboard Design and Development• Capacity Development assessments as well as water and wastewater infrastructure needs assessments for small public utilities• Communications Manager: tracks delivery status of direct mail campaigns, surveys, and notification letters• System Health Summary: snapshot overview of key metrics across all participating systems, including unknowns remaining, verification coverage, and potential funding needs• GIS Integration: visual mapping layers developed under projects– Data Integration and Quality AssuranceThe consultant will connect field, sampling, and GIS datasets to enable real–time updates withinthe dashboard. Quality assurance processes will include:• Validation of system–specific datasets prior to dashboard go–live• Daily or weekly syncs with field activity updates and verification results• Internal QA review and reconciliation of discrepancies in classifications or location data• Communications Manager tracking all direct mail campaigns and customer engagement• Regulatory Timeline Monitor with automated compliance alerts• System Health Summary dashboard across all participating public water systems(2) All question must be submitted no later than September 25, 2026.
