Vendor needs to provide human services modernization planning and facilitation services. – Conduct strategic planning, executive facilitation, research and analysis, and stakeholder engagement to support the development of the human services modernization plan. – Serve as a strategic modernization planning and facilitation partner. • Project management plan and engagement approach.• Human services modernization advisory council charter and operating model: Documents the purpose, membership, roles, responsibilities, operating practices, meeting cadence, decision–making approach, facilitation model, and support structure for the human services modernization advisory council.• Current state assessment: Provides a shared understanding of the current business, technology, governance, organizational, and modernization landscape relevant to agency's health and human services systems.• Stakeholder engagement and alignment summary: Documents stakeholder engagement activities and outcomes, including executive discussions, advisory council activities, working sessions, areas of alignment, key themes, unresolved issues, and considerations that informed development of the human services modernization plan.• Human services modernization strategic framework: Defines the shared vision, guiding principles, strategic objectives, desired outcomes, modernization priorities, and measures of success that provide the foundation for the human services modernization plan.• Human services modernization plan: Provide a comprehensive, actionable strategy for modernizing agency’s health and human services systems.• State modernization capability recommendations and considerations: Provides the vendor's independent recommendations for strengthening the agency's modernization capabilities, including governance, interagency coordination, planning processes, transparency, accountability, investment decision–making, portfolio management, organizational capabilities, reporting, county and tribal engagement, and future modernization considerations.• Transition to implementation recommendations: Provides recommended next steps following submission of the human services modernization plan, including near–term actions, decision points, governance activities, and considerations to support future implementation planning and execution for consideration by state agency leaders and members of the advisory council.• Executive and legislative briefing materials: Provides summaries, presentations, visual materials, and briefing documents to support communication of the human services modernization plan to executive leadership, the human services modernization advisory council, the legislative commission on human services systems, and other stakeholders.
