(1) Vendor needs to provide medicaid and medicare provider consultant services. – Provide technical assistance and implementation support for the agency to become a Medicaid/Medicare provider. • Governance, planning and project management:– Establish project governance and implementation team.– Facilitate kickoff and ongoing stakeholder coordination meetings.– Develop detailed implementation workplan aligned with agency priorities.• Electronic Health Record (EHR) strategy and implementation:– Assess current systems (Saphire, ImageTrend, and other tools),– Evaluate options for unified vs. hybrid EHR approach,– Support vendor selection and procurement process (if applicable),– Design standardized documentation templates• Clinical supervision and workforce infrastructure:– Define clinical supervision model compliant with Medicaid requirements – Develop job descriptions for: Clinical director, supervising clinicians and administrative support. – Support recruitment process • Medicaid enrolment, contracting, and certification:– Guide the agency though Medicaid provider enrollment, – Support successful completion of Medicaid application for behavioral health agency designation in online Medicaid portal.– Support CCSS certification process • 1115 Justice–involved waiver and strategic alignment: Support alignment with 1115 waiver requirements – Support development re–entry service models.(2) The contract period will be for one year. (3) Pre–bid conference will be held on September 14, 2026.
