Vendor needs to provide outage management system. – Provide an Outage Management System (OMS) capable of managing planned and unplanned outages for both generation and transmission assets.– The system must support operational, market, and reliability requirements, integrate with existing enterprise and industry systems, and support regulatory reporting obligations including Generating Availability Data Systems (GADS) and Transmission Availability Data System (TADS).– The proposed OMS shall:• Support generation and transmission outage lifecycle management for planned, forced, and maintenance outages.• Provide visibility for planned and unplanned outages that have been entered into system based on permissions.• Provide auditability for all outages.• Provide market, reliability, and compliance reporting for planned vs actual outage start/end times.• Be delivered as a secure, scalable solution.– The proposed solution shall be an integrated Outage Management System (OMS) supporting both generation and transmission assets.– The OMS shall support configurable data retention policies for outage records, audit logs, attachments, and integration transactions.
