(1) Vendor needs to provide job classification and pay study services to the government authority located in Dalton, GA.– Evaluate the county’s existing classification and compensation structures and provide recommendations that promote internal equity, external competitiveness, and long‑term sustainability for county operations.– Perform a comprehensive review and analysis of Whitfield County’s job classification and compensation systems.– Review of existing classification and compensation systems.– Current classification plan, job titles, and job descriptions.– Consultant shall perform a comprehensive job analysis using recognized and appropriate methodologies.– Job evaluation methodology.– Internal equity analysis.– External market compensation study.– Market position recommendations.– Promotion, demotion, hiring, and in‑range adjustment guidelines.– Strategies to mitigate compression.– Classification‑to‑grade assignment.– Individual employee pay analysis.– Collaborate closely with Human Resources and meet at project initiation to define roles, responsibilities, communication protocols, data requirements, and review timelines.– Provide procedures and tools for long‑term administration of the classification and compensation system.– consultant may propose an annual salary survey service, detailing methodology, scope, employer groups, data collection frequency, and annual cost.(2) All questions must be submitted no later than November 6, 2026.(3) The contract period will be for three years.
